Funny optical depths in He 2 5-4 and higher alphas

Description

Kirk Korista found this funny behavior in line optical depths in blr_rnfb. It appears to be due to a lines around 145 of rt_line_all that skip RT updates if principal quantum number is greater than 3 and the flag opac.lgRedoStatic is false.

There may be a related problem with that flag in iso_photo.cpp.
